LEO A DALY expands federal market sector with two key hires

Les Steinberger and Steven Moes join LEO A DALY to lead client service in our DoD market sector

LEO A DALY is thrilled to announce we are expanding leadership of our Department of Defense market sector with two key hires.


Les Steinberger (left) joins as national director of DoD programs, western region. He will lead our DoD market sector in the western United States, Asia, and Pacific Rim countries. He is based in our Los Angeles design studio.


Steven Moes (right) joins the firm as national director of DoD programs, central region. He will lead our DoD market sector in the central United States. He is based in San Antonio.

The hires are a response to increase demand for LEO A DALY’s design services in the federal market sector. They join Ed Piekarczyk, national director of DoD programs, eastern region. The move effectively triples leadership in our DoD market sector, increasing capacity and enabling improved client service to the DoD.

Steinberger brings decades of U.S. DoD large program experience to LEO A DALY, including projects with the U.S. Army Corps of Engineers, Naval Facilities Engineering Command, Air Force Civil Engineering Center, National Guard, and Intelligence Community clients. Before coming to LEO A DALY, he served 30 years with Jacobs, most recently as vice president and operations manager for DoD programs in Southeast Asia. He spent his last 9 years in South Korea leading the $10.7 billion Yongsan Relocation Plan, Land Partnership Plan (YRP/LPP) project at U.S. Army Garrison-Humphreys, the nation’s largest  military base abroad.

Moes is a retired U.S. Air Force Colonel (O-6) who served 25 years as a Civil Engineering officer. He brings over 38 years of federal program, construction, infrastructure, operations and maintenance (O&M), contracts, and capital improvement program (CIP) management experience to LEO A DALY. Following his public service, Moes worked for 13 years in the private sector as a federal program manager with Arcadis, LRS Federal, and most recently, Pond & Company. He is deeply involved in the Society of American Military Engineers with a special interest and expertise in resilience.

We are currently engaged in multiple projects and contract vehicles supporting the US Army Corps of Engineers, Naval Facilities Engineering Command, and the U.S. Air Force. Recent DoD projects include Scott AFB Visiting Quarters, Fort Sam Houston Hyperbaric Facility Addition, and Peterson AFB Dental Clinic Replacement.
